If I blink {stonehorn dignitary} with {venser the sojourner} can I blink it again at my end step using a new AVR card that was spoiled not too long ago

Both triggers will go on the stack, you choose the order. Since the cabinet's ability doesn't target, the creature doesn't need to be there when it triggers.

Put Venser's trigger on top of the cabinet and When the rhino comes back, you can flicker it again. 👍

Yeah, I'm planning on using this, the blinking flash angel, {cloudshift} and {venser the sojourner} so my opponent will never see another combat phase again

If only it stopped main phases too! :)
