Hexproof/shroud vs global?

Same thing. Board wipes such as {Wrath of God} are global, and hexproof does not protect from that

But how is it not targeting the hexproof creatures? And shroud creatures?

Quite simply, it doesn't have the word target in the text. That's it. Hexproof and shroud only stop the word "target."

Think of it this way:

A creature with hexproof or shroud have a protective shield around them that deflects projectiles. A {Searing Spear} would bounce right off. But if the entire world is sent into {Damnation}, or a {Novablast Wurm} explodes the sun, it doesn't matter what kind of shield you have. You're gone.

Relevant Ruling:

114.9a: Just because an object or player is being affected by a spell or ability doesn't make that object or player a target of that spell or ability. Unless that object or player is identified by the word "target" in the text of that spell or ability, or the rule for that keyword ability, it's not a target.
