{god favored general} when he untaps can i pay this cost multiple times? I assume since i dont have to tap?

No. You can pay {2}{W} when he untaps to do something. If you could do it in multiples it'd be worded differently.

Inspire is a triggered ability. The trigger (untapping) only happens once, so you may only do the effect once.

The reason this is different from activated abilities, which allow you to do them multiple times, is that those activated abilities don't have a trigger needed to start them - just a simple cost to pay.

Gosh another one the judges ruled wrong at the release this question came up and they said you can pump it as many times as you have mana for

That's not even a mana ability :| a mana ability is an ability that produces mana, like {Llanowar Elves}, not an ability that costs mana. An ACTIVATED ability may be used as many times as you want as long as you are are able to pay the cost (not "have the mana for," other costs such as tapping may change things drastically), and a triggered ability like inspire is once per trigger. There are so many things wrong with that quote, my head is spinning.

This is basic activation stuff for a judge - the easy stuff. If a judge is getting this stuff that wrong and costing players game losses, you need to report that judge immediately and get him revoked.

Are there rules for inspired anywhere? I couldnt find. The cards are pretty stright forward. I wasnt sure about the multi kick since there is a trigger so that makes sense, but where are the definitives?

Inspire is simply a triggered ability. It follows rule 603 and all of it's subsections

603.1.: Triggered abilities have a trigger condition and an effect. They are written as "[Trigger condition], [effect]," and begin with the word "when," "whenever," or "at." They can also be expressed as "[When/Whenever/At] [trigger event], [effect]."

There are a lot of 603 subsections explaining details of triggered abilities.
