I feel like this is a lot more reasonable and balanced. Also works really well with Inspiration. 
Edit: added P/T, a random name, and believable creature types. =P Ok so he doesn't have to be a Nomad. xD

What if instead of the restriction we increase his cast cost by one and say "non creatures you control have flash, and creatures you control have haste."

How about

Maybe?

I personally think that card would be not too over powered if you made the cmc either 6 or 7!  And maybe make the effect a tap effect! That's just my opinion however it would be hard to do the effect multiple times in a turn anyway with the specific colors to activate it
