I'm pretty sure it is.
Sanctioned means that it is a format with which Grand Prix's, Pro Tours, and other WotC-Sponsored events can be held, so Standard, Block Constructed, Extended, Modern, Legacy, Vintage, Sealed, Booster Draft, and Two-Headed Giant. No form of commander is sanctioned.
