Do you have to activate them before your untapped step?

Your draw phase is after the untap phase so no.

If they are the first card you drew that turn, you cast them right then and there. If you draw it on your opponents turn, you activate {Jace's Archivist} on your upkeep whatever. As long as it is the first card you drew that turn.
