Is dark depths/land clone still a win con or has wizards ruled against the combo to instantly get the 20/20 avatar out?

Nope, {dark depths} and something like {thespian's stage} still works just fine

Yes, it works. If you clone {Dark Depths} with, say, {Thespian's Stage}, it becomes a copy of Depths with no counters on it, thus causing The Marit Lage trigger.
