Is this a theoretical deck, or are you trying to make it out of cards you have...?

This deck is what I have built as of this morning. There will be some changes (namely, replacing three Cancels and a Dissipate for a playset of Mana Leaks, maybe two Frost Titans instead of Sunblast Angels [depending on how it runs], and maybe an Oblivion Ring in place of a Pacifism)

Thanks! Anyhow, any changes beyond that I'll likely find out as I play it. So far it works pretty well once I work around the mana curve

I would drop either the smuggler or lawkeeper for snapcaster. I'd say you could drop one land for an extra paladin or dignitary.

You may want 1 or 2 {Mimic Vat}s to combo with the dignitary.

You should check out {sagemasters} USA perma thief thread here in standard. It might give you a good idea on how to build it.
Also I'm my opinion, if you're going the USA route {zealous conscripts} is a must and {tyrant of discord} is just plain silly. Muahhahaa!
