Rhystic Study Counterspell

Hypothetical:
I have {Rhystic Study} and {Soothsaying} in play. My opponent casts a {Naturalize} to get rid of the {Rhystic Study}. I respond by paying 3 mana to look at the top 3 cards of my library. I rearrange them so {Counterspell} is on top. I let the Rhystic Study's ability tick and my opponent doesn't have the mana (or chooses not to pay it) so I draw a card.

Question:
Now, before {Naturalize} resolves, can I cast the {Counterspell}? My guess is yes but I wanted to be certain.
