Nowhere I saw on wizards or the edh site say any damage it must be combat received damage. I believe your mistaken.

From the last line of this paragraph:

"Appropriately enough for a format named after the legendary creature that's leading your team, your commander works differently from other cards in the game. Before the game begins, each player removes his or her commander from the game. You may play your commander from the command zone (no matter how it got there) for its normal costs plus an additional {2} for each previous time it has been played this way. If your commander would go to the graveyard or the exile zone from anywhere, you may put it into the command zone instead. In addition to the normal Magic loss conditions, if a player is dealt 21 points of combat damage from a single commander over the course of the game, that player loses the game!"

Again, your missing the COMBAT damage part. Not abilitys or outside damage. COMBAT, k? Lol

Phenax seems like a sweet mill commander. Especially with {Consuming Aberration}

Phenax is crazy strong (esper stuff always is though!).  Although, I still think Xenagos and Karametra will see the most play.  They are, in my opinion, the most versatile.

I already have hate for phenax... Like dimir colors needed another mill commander.. Ugh disgusting... I just like pointing out to the mill player that I have eldrazi and it isn't going to happen, but thanks for possibly more resources, as I use what you dump into my GY as a resource...

As a mill player, i have {Praetor's Grasp} and {Sadistic Sacrament} for this exact scenario. It's especially fun to {Praetor's Grasp} a {Praetor's Grasp}.

i dont see how karametra wont be banned like  {Primeval Titan} for the land advantage

edit: i cant remember the name of it but there is a card tht makes things u play come into play untapped so if u spam some one drops and have tht out u just ramp all the land in ur deck so in a way its worse then primeval

Prime time was banned because he got ANY lands, not because he ramped. Kara only gets forests or plains, so you're only able to get basics, shocks, old duals, and a couple really random things like {Dryad Arbor}.

Primeval Titan was able to grab some very degenerate stuff. And be abused into grabbing a lot of it at once. Karametra gets you only one (per creature - needing them to be cast prevents bounce abuse), and mostly only basics and non degenerate lands.
