Izzet Super Happy Fun Time Custom Cmdr?

So there have been threads about custom commanders, so I want to make one too. It'd be Izzet, and be a deck that keeps it fun for everyone.

Flying.
Whenever a player draws a card, that player exiles a card from his or her hand face up. Each player may play cards exiled with this card, and use any colour of mana to cast it.

Whenever a player casts a spell from exile, that player discards 3 cards or loses 2 life.
