{one with nothing}. Is there any use to this card? If, for some reason, I was going to make a deck around it, what could I play in that deck? (I know {basking rootwalla} is good)

Madness decks are nice. If you do decide to make one, use Tibalt. That's the only kind of deck he's above mediocre in.
