i agree that i wish she started out of lightning bolt range but then shed be too good.

If no one mentioned this, I was about to. Bant Maze was already legit (Although my version doesn't play the terribad 5 mana explore) but a planeswalker that fogs a fattie til you can verdict, then lets you explore is soo good in that deck.

I don't really see her as playable except in limited. In standard, mono-black will eat her for lunch. Mono-U, well Thassa is the God of the Sea, so she'll be flooded by unblockables. R/W will burn her or attack her. G/R Monster will chomp down. In Modern, I think she is also way too fragile.

Say you are against mono black. You play her and -1 her, then she gets {Hero's Downfall}ed right away. That's still a 2-for1 in your favor, and an extra land drop.

There's no way WotC would have made her 2 loyalty unless she was really OP at 3+ so I'm sure that she'll be good

Personally I'm ok with people not being able to ultimate Liliana of the Veil, Garruk, Caller of Beasts, Jace Architect of Thought, Tamiyo, Sorin Lord of Innistrad, Elspeth, Sun's Champion, Ajani Caller of the Pride (15-20 car tokens turn 4? The + is eh.. It would be amazing if it were a CREATURE you control (I say creature because it would be way too OP for permanent).
The -1 is way cool! With simple mana ramp, bring Kiora out T3, -1 you could potentially have 6-ish mana T4.
Finally the -5 is SUPER cool! Since there isn't a reliable way to get rid of emblems, this would be awesome to have by T6 and since its in {G}{U} there are enough ways to stall (Counters, fogs, etc.)

Overall I say its a 6/10 card because of the 2 loyalty counters. Easily picked off by little guys or burn spells.

Emblems aren't permanents, they don't exist inside the game. As far as I know you can't get rid of them...
They exist within the Command Zone. And you can't technically get rid of them, but restarting the game does make them go away.... {Karn Liberated}
