nemesis and image

Can I have {Phantasmal Image} enter as a copy of an opponents {True-Name Nemesis} since it doesnt target.

702.16b: A permanent or player with protection can't be targeted by spells with the stated quality and can't be targeted by abilities from a source with the stated quality.

I believe the ability does target, even though the ability doesn't say "target creature"

Actually:
114.1d: A triggered ability is targeted if it identifies something it will affect by using the phrase "target [something]," where the "something" is a phrase that describes an object, player, or zone. The target(s) are chosen as the ability is put on the stack; see rule 603.3d.

So maybe it would work.

Exactly. you arent actually targeting a creature. it should work.

for reference, if you look at gatherer ruling for a card like {ashling, the extinguisher}, it says choose target.
