Discard? Draw?

If an opponent has "tin street market" and has no cards to discard can he still draw?

I don't believe so because it seems like in order to draw a card you'd have to discard first. But I'd wait for an actual ruling

You got it! It's all about the ":" in this one. Note how it's after the "discard a card." This means its part of the activation cost, and drawing a card is the effect.

If you can't pay the cost (tapping and discarding), then you don't get the effect.

You're correct. Discarding is part of the cost (see how it's to the LEFT of the colon : ). The effect can't happen if you can't pay the cost!
