Actually it has rules because it is an official MTG Online format.

I'm not a legacy player, so I have to stick with what I know. {Kitchen Finks} and {Path to Exile} are up there in the modern format, and {Sol Ring} and {Sensei's Diving Top} are tough to beat in EDH.

I have always heard that when playing paper you just follow the MTGO rules. I could be wrong though...
