In cmc, yes, but you can pay two life rather than {Mutagenic Growth}'s mana cost.

I'd vote for Naya using this; {Flesh // Blood} is a bit better over Soul Fire

It'd have to be naya anyway with {Glistener Elf}, but yes that is clearly the best set of colors for this.
