It's good in self mill infinitely, and a great sideboard against heavy removal, but other than that it's terrible. With 8 mama I'd rather cast {Avacyn}.

In the right deck and/or vs the right opponent maybe? But probably not. If you're playing vs. mill sure but remember 8 mana against control is just begging to be countered

Its highly niche. In the self mill {Laboratory Maniac} deck, it can be the difference between winning and losing. Despite that, it sucks and its too expensive

Well the combo of the 2 both cost {3}{W}{W} which is way lower CMC

To be honest, the card has helped me out a lot, despite people saying otherwise. I suppose it comes down to personal taste and experience.
