I have out  {Hypersonic Dragon}. I cast  {Act of Treason} on opponents turn, then cast  {Cackling Counterpart}. Does the copied creature have haste as well?

No. The additional haste exists as an effect not an inherant trait of the card similar to how {giant growth}'s +3/+3 would not be copied.
