Merge button on Binder Settings screen

Hi,
I can see the Delete and Merge buttons on the bottom of the Binder Settings screen, but I can't get my iPhone screen to stay scrolled all the way to the bottom-- so those buttons pop back below the edge of the screen.
Am I missing some obvious way to be able to click those buttons?
Mostly I'm curious to find out what the Merge button does...

Any 3.5 inch device will trigger this bug.

Yes, I am using an iPhone 4. 7.0.3 OS

Thanks for the info-- out of curiosity, then, what does the Merge button do? Does it combine binders?
