 {Spellheart Chimera}

Say I have one in play currently a 0/3 can I swing for 0 play an instant say {Electrickery} so that Electrickery is in my GY so I now swing for 1?

Yes

You cast the spell. The spell resolves before the attack is over with. Card goes to graveyard

I think the technical term behind why it would boost by 1 is a state base action check or something. Someone correct my if I'm wrong

yes. And {steam augury} is boss with it. If you run into three or four instants and/or sorceries. You can put them all in one pile, and force your opponent to chose between giving you a crap load of card advantage or a realy beefy chimera

This is actually higher than state based I believe. Static abilities are simply truths of the game.

Good example of this is {tarmogoyf}.
If you {lightning bolt} a 2/3 {tarmogoyf} if there wasnt an instant in the graveyard it would live. this happens sincr by the time the state is checked if it would die it is now a 3/4 as its static ability gave it one more stat

So no, that isn't correct. Goyf would die

No. Goyf has 3 damage marked on him, and then bolt goes to the yard. Then, before active player recieves priority, state is checked. Since there are 3 card types in yards, goyf is a 3/4 with 3 damage on him. He lives unless you can ping him for 1

damage doesn't use the stack. Here, let me find a rule on damage to possibly prove myself wrong

Creatures with lethal damage marked are not destroyed until state-based actions are checked. State-based actions are checked just before a player would receive priority, by which time the bolt is in the graveyard since it got put there as the last step in resolving the spell.

It's stupid and confusing, but it's the rules.
