I'd make more of the cards multiples and its not standard

I would take out the 1-3 of islands and put in 13 islands. 

It is the exact islands I used:)

Take out equipment, 4-8 mana without any guarantee of a result is not worth it unless it's something stupid like swords.

As for the rest, quite a few of the creatures are marginal in standard. You have to remember, modern is a much faster format. Is that {{Hover Barrier}} worth it when an OPP can drop a 4/5 Goyf a turn earlier? Especially since {{Wall of denial}} is a card?
A lot of the cards you are running have better counterparts, that's just one example.

This deck is suppose to be mono blue:) maybe some black if needed

Remove all creatures that aren't {Hedron Crab} and {Snapcaster Mage}, remove all equipment/creature pumps, add 4 {Glimpse the Unthinkable} and 4 {Mind Funeral} to start with.

Drop the {Rogue's Passage}s for fetches to help with {Hedron Crab}s and add better counters. i.e. {Cryptic Command}, {Mana Leak}, etc.

Less one-ofs in general.

This needs a little work still, but this is the deck that I run, does pretty decent against most decks too, especially with the money draws. I feel it needs more awesome cards like {jaces phantasm} that really benefits from the mill though. When I have out the phantasm early things get really silly really fast!
