Casting copies

In the rules section (sorry, i don't know how to/if you can link rules) there are a lot of clarifications for the nature of copies. Casting a copy entails this, that, and the other thing... But there's one (706...something i think) that says a copy of a spell is NOT cast. It uses the word "cast" both approvingly and disapprovingly. So which is it?
This seems relevant cause between rtr and theros, there's a lot of triggers that can go off and knowing what does and does not work would help... obviously.

Example: does  {Guttersnipe}'s ability trigger from cipher spells (after having been encoded)?
Example: does  {Mindsparker}'s ability trigger if i activate  {Meletis Charlatan}'s ability in response to someone else's spell?

It all depends on the copy spell/ability. Cipher copies are indeed cast, and will trigger stuff like {Guttersnipe}. See how in cipher abilities ({Hands of binding}) and in some othe copy abilities (such as {Isocron Scepter}), it says "cast a copy of the spell." Note that it specifically states that you are casting it.

Other abilities that copy spells, such as {Reverberate}, {Meletis Charletans}, or {Echo Mage}, simply say "copy the spell," meaning put copies on the stack, and they are not cast.

Thank a bunch. I was hoping the charlatan could make them cast. Turns out... he's just a charlatan!

If you're aiming for multiple casts, i recommend {Unexpected results}. Still checking on the rulings to see if I can unexpected results into casting a fused Catch//Release. I haven't found rules that state otherwise yet

Fuse specifies from your hand and results casts from your library.
