Anytime I log in, it shows a blank screen, and when I refresh it tells me "The time for this function has timed out" or something like that.

Basically, the screen where I could upload a profile picture is completely blank. If I attempt to refresh that page, it instead goes to the previous page, then tells me the loading has timed out. Is this an Imtg, Gravatar, or my phone issue?

iMtG does not provide any way of uploading avatar pictures, so I would bet it is Gravatar or your phone. Try from a PC.
