Yeah, at least it slightly slows down the game.

Except for green.  Anybody seen the {G}{3} creature that says, {T}: add any amount of {G} mana up to the amount of devotion you have to {G}...

A few things...
{Omnath, Locus of Mana} doesn't need to have more speed, and power in EDH.  It is an already targeted card in EDH, we don't need to pinpoint him.

And standard will consist of boros hyper aggro, heavy ramp green monstrosity, maybe BU control, and Izzet aggro, due to that new card that says each time you scry, this card gains +2/+0...

Green is definitely looking strong and I have no doubts it will benefit from Devotion the most.

{T}, colour 1: Add (colour two) to your mana pool equal to your devotion to that colour.
