Just started playing league, I played as one of champions that you do not own, and I chose some guy named Vladimir, i did a pretty good job and we won that game, then i was able to chose him again the next game. Later I went to the shop and noticed the high price, who should I buy that is 1000 or under until I can afford him.

Umm, a lot. Annie is a great beginner learner as well as ashe. I think garen and master yi are beginners too.

I can't remember everyone, It's been a while since I haven't bought someone at 6300.

Your best bet is to use the RP you get for the new account to buy IP boost and save up for a champ you really want, also need to figure out what type of player you are. That will narrow down your choices a lot, Vlad is mainly a solo top champ, every now and then you'll play mid to counter certain characters.
