Been looking online but haven't had any luck answering my questions.

Does {Goblin Electromancer} work on Overload casting cost?

And say if I have 2 Goblins on the board does that effect a spell like {Syncopate} or other {X} spells?

Yes. The electromancer reduces alternative costs {overload} and the value of X. And it is cumulative (2 electromancers would reduce the cost by {2} and so on)...
