Yes he means the power 9. The creature will produce the effect when it deals damage to a player. Likely {timetwister} though could be {time walk}.

I could see some like this. When CARDNAME deals combat damage to a player, you may sacrifice CARDNAME. If you do, take an additional turn after this one.

{Timetwister} and {Timewalk} have been reprinted at different power levels, with much greater mana costs and things. I could see either one being reprinted as a super tough to achieve ability.

As far as Modern Masters cards that missed: {Damnation} and {Thoughtseize} missed the cut. I could see either one (or both) hitting this set.

This would be a good format for damnation. We are losing most of the walkers that wouldve been OP with it.

Thats debatable. Black has such good spot removal that it is often given poor but effective wrath like {mutilate} and {consume the meek}.

You know there has to be a drawback. "Can't attack unless enchanted", "Sacrifice a creature when CARDNAME enters the battlefield", "CARDNAME can't be cast unless you control X enchantments" or some kind of Chroma rehash.
