Anex and Cymede question

I'm debating on making Anex and Cymede into my commander in a soldier themed deck, but I'm curious about their Heroic ability. I get that it triggers when a spell targets them, but my question is: If you cast a creature spell with an ETB effect that targets another creature, like  {Restoration Angel} for example, will that also trigger Heroic?

Casting {madcap skills} does however work. Tey would make a good token/ voltron edh. Voltron refers to when you super beef the commander as a primary win con.
