If you have {Kira, great glass spinner} in play, then you play a spell with cipher and cipher tries to target one of your creatures, the cipher ability is countered right?

Mlerner12

Yes. The spell is countered no matter who casts it, unless they have been the target if another spell this turn.

Birdbrain

Thank you. I'm looking for a three drop in a certain deck and wanted to be sure

Not quite. It only stops them from being the target of a spell or ability. Cipher does not target anything, so Kira's ability will not help.

If it is like {Hands of Binding}, it does target and can be countered.

Yes, but the original question is asking about the Cipher part affecting one of your creatures, not the spell itself.

I can have the glass spinner and cipher cards in my deck? Finally, I found my three drop!

Mlerner12

I disagree. Cipher is an ability, and Kira says "spell or ability". I may be wrong, though.

scarsabrex

Cipher is an ability but it doesn't target.

A ahh. +1 for the knowledge, both if you.
