When something is dealt lethal damage and you regenerate your creature, would the morbid effect make the -13-13? So for example purposes lets say {manor skeleton} was {searing spear}ed and regened. Would a {tragic slip} kill a bigger creature like {kessig cage breakers}?

I don't believe so but my friends don't believe me.

The term dies in rules means it has to hit the graveyard so the tragic slip won't go morbid unless a creature is put into the graveyard.

Well said. Regenerating is a replacement effect that replaces going to the graveyard with being tapped and removed from combat.
