Say an opponent has {Ral Zarek} and I cast  {Lavinia of the Tenth} does Ral get detained

Can he use his ablilties and can I have a rules text also

306.5d: Each planeswalker has a number of loyalty abilities, which are activated abilities with loyalty symbols in their costs. Loyalty abilities follow special rules: A player may activate a loyalty ability of a permanent he or she controls any time he or she has priority and the stack is empty during a main phase of his or her turn, but only if none of that permanent's loyalty abilities have been activated that turn. See rule 606, "Loyalty Abilities."
And activated abilities of detained permanents can't be activated, so it would stop you from using Ral's abilities for that turn.

701.26a: Certain spells and abilities can detain a permanent. Until the next turn of the controller of that spell or ability, that permanent can't attack or block and its activated abilities can't be activated.
And there is the definition of detain.

Agrus Kos, Enforcer of Truth

I asked this at FNM when it happened to me and people freaked out saying the you can't detain a planeswalker unless it was a planeswalker that turned into a creature like (Gideon, Champion of Justice) and in that case he just couldn't attack but could still use abilities. Thanks so much for the clarification.

Thats because of the belief that detain has only ever said creatures. Which while not true, the azorius commons and uncommons support this misconception.
