Incorrect, electromancer makes it one colourless less to cast, so even with 3 you would have to pay the 1 blue, what you do is, cast it, flicker an island and archaeomancer, island returns untapped and you return flicker to your hand, then you are then free to repeat this as many times as you want. You could use {cloudshift} + {archeomancer} + {wee dragonauts}. Cast the cloudshift several times in a single turn, cast some other spells, then swing for massive damage
