As long as you have a guttersnipe on the board, every cipher trigger triggers guttersnipe, and you're left with massive dammage. In addition to this, you could use Nivmagus Elemental's ability the "eat" any of the spells that are unnecesary to cast with cipher (ie. if you have hands of binding, but your oppents entire army is already bound, exile the copy to make your elemental bigger. Guttersnipe's abbility still triggers from this)
I found this great combo a while ago and I'm not sure very many people are aware of it, but I'm definitely working on an izzet deck based off of this.

Just so no one gets the wrong idea - guttersnipe's ability will indeed trigger from ciphers and can potentially deal massive damage, but cipher will NOT trigger off of guttersnipe pings, as cipher triggers from combat damage only

 {Guttersnipe} is brutal in 2hg..  If you have 2 of them out that's 8 damage per spell!!!!!!
If you get land drops
Turn 3  cast snipe
Turn 4 cast 2nd snipe 4 damage  , the a 1 mana spell.. Another 8 damage..  12 damage already
Turn 5 cast  {Cackling Counterpart} (8 damage) (20 total) copy snipe then cast a 1 mana spell (16 damage) (36 total)
Game over

I don't think it counts your partner, though. Maybe it's a house-rules thing?

Each one in play counts each opponent. In 2hg you have 2 opponents, causing 4 damage for each  {Guttersnipe} in play. Same holds true for the extort ability and  {Deathrite Shaman}
