Exiling a commander

If a commander is exiled due to a card, say {oblivion ring}, does the commander remaine exiled or does the controller still have the option to put it in the command zone?

Any time a commander enters exile, or the graveyard, for any reason regardless of source, the owner of the commander has the option of returning it to the command zone at the cost of increasing it's cost to recast.

Correct. You may leave your commander in exile or the graveyard if you wish. Keep in mind that it is a replacement effect, which is important for any dying triggers your commander might have. For example, if you choose to have your {Child of Alara} go to the command zone after being destroyed, its effect will not go off. You can, however, choose to just send it to the grave instead if you want it's ability to go off.

Say you {Rise from the Grave} said {Child of Alara}, and it gets hit with a {Go for the Throat} and you ship it back to the command zone, would you have to pay 2 extra or 4 extra to cast it again?

Just 2 extra. It only adds cost when you put it back in the command zone.

So technically, you never have to pay extra for  {Jarad, Golgari Lich Lord}. Then you could  {Life from the Loam} the lands back. Cool.

Yes. It should also return to the battlefield after it hits the command zone. Really awkward interaction.

Oh I get that. I'm saying after he's in the GY and its resolved, am I able to pull it to command zone?

Sorry for misunderstanding then! No, once it hits the graveyard, that's it. The time to use the "replacement rule" effect had already passed, so it will stay in the graveyard.
