Underworld dreams: When can it activate

If someone used a card like  {Sylvan Scrying}
Would they take damage? Or does that not count as drawing a card?

It does not count as drawing. A player only draws when a specific function tells that player to draw. For instance, {Phyrexian Arena} would trigger {Underworld Dreams}. However, both {Dark Confidan} and an active {Archmage Ascention} fail to trigger underworld dreams, because they do not specifically tell a player to "draw".
