Pithing Needle

When I play  {Pithing Needle}, do I need to name the card before or after it resolves?  Just wondering becuse obviously against a control deck it would be nice to force the opponent to choose "waste" a counter on pn instead of some other card in my hand

When it resolves, cos. the effect only happens when it enters the battlefield.

That's what I thought as well but I don't want to use improperly at a tournament or anything and I'm just checking
