Urborg doesnt ramp by itself, it jst makes them a swamp.

Then my friend has been playing Urborg completely wrong. He thought it gave every player swamp mana in addition to their other mana. That isn't the case?

No. It only makes lands swamps in addition so for example a mountain could tap for a red or a black mana, not both
