What exactly does the effect of Power Sink state? Does it imply that the opponent is supposed to draw until the match the x that the casting player paid?

{X} is a mana cost. If basically makes the spell more expensive and if they dont/ cant pay for it then all their lands are tapped and any floating mana is emptied.
