As far as I know, as high as people want it to be. There hasn't been a set limit that I know of, so only time will tell.

from my understanding, it's like the like button on facebook for users with 100 posts or more. The only difference is that karma is cumulative, it builds over time whether positive or negative.

Somebody "Likes" one of your posts, and your karma goes up by one. You can start to "Like" or "Don't" (which subtracts one karma) once you reach 100 posts.
