Master biomancer and evolve

I have a  {Master Biomancer} and  {Renegade Krasis} in play. I cast  {Spire Tracer}, a 1/1. Since biomancer would make it come with 2 +1/+1 counters, will that make spire tracer a 3/3 and thus activating krasis' evolve?

Yes. The creatures ETB with the counters already on them die to Biomancer's ability.
