Silence vs Instants

If I play  {Silence}, is my opponent able to respond to it with, for example,  {Lightning Bolt}? How I see it, {Silence} does nothing against instants, because they can cast them before it resolves. Is this how it works?

It hasn't resolved yet. So it is legal to respond. Normally you would be playing this on their turn though.

So you'd play it during their upkeep so they don't get main phase priority to cast anything sorcery speed?

Ideally, yes.  They can still respond to it while it's on the stack with instants or anything with flash, of course, but even then, it forces them to do it at that moment, eliminating possibilities for instant speed trickeries they may have had planned.
