It's as good as any other strategy. If you're not in a counter-heavy meta. I run {Bribery} and {Desertion} for Kaalia and Reanimator decks, grab the biggest thing they own and slam it down. EDH has a lot of answers for a lot of cards, it's bound to be in someone's deck.

{Oblivion Ring} is kind of a weak card in the format, not big enough. But it has it's use.

So can your commanders abilities be activated from the command zone like with say {tarland the sky summoner}?

Nope. The command zone is just where the commander is. It doesn't effect the battlefield.

No. Unless stated otherwise on the card, creatures only take into effect on the battlefield. Talrand would not work in the command zone, just like he wouldn't work in your hand, or in exile.
