What's the difference between vintage, and legacy?

From what I can tell, Vintage is Legacy, only you can use {Black Lotus} and stuff.

The short answer is "ban list."

Legacy has a ban list, but in vintage, no cards are banned. However some cards are restricted, which means only 1 copy of it is allowed in your deck.
