You need a board wipe like  {Mutilate} or  {Damnation}. Also  {Thought Scour} would help with draw and mill. For land if shock lands out of budget get  {Drowned Catacomb} and  {Nephalia Drownyard}

Yup!  Mostly use the  {Mindcrank}/ {Duskmantle Guildmage} 1st combo

{paranoid delusions} is a wonderful addition to any dimir deck, esecially with {jace's phantasm}

Modern is definiately something you have to spend money in. Sorry to say but this deck wouldn't last, I thought mine would and it didnt even stand a prayer
