Wouldn't the Noble gain a counter from the first double strike hit, making it 17 damage on turn 3? Relevant if they gained 1 life via extort or something.

Correct causing the noble to be 5/2 come turn 3, +3/+3 = 8/5, x 2 is 16 damage total!

Yeah, it would increase the damage of the second hit. Check the rulings on {Markov Blademaster}.
