Agoraphobia has a cost of three mana to "return Agoraphobia to its owner's hand."  Can anyone do that, or just the owner of the card?

This. The card will specify (like {Soul Ransom} does) if anyone else can activate the ability. Otherwise, it's the controller.

Also, you can put curly brackets around cards to link them, so you don't have to describe why they do.
