Does  {Ground Seal} prevent flashbacks?

No, it does not. Flashback is an alternate cost that can be paid while the card is in the grave. Flashback does not target a card in the graveyard, so it would not be effected.

But it would prevent, say, Snapcaster Mage from giving a spell flashback.
