He's not as bad as you think.

If you build a deck around either planeswalker wich do you think will favor more from getting the pw out?

At the very least, this isn't terrible.  I honestly really like {Sarkhan the Mad}. He's pretty fun to play with.

By the way i hope i didn't sound too harsh or anything!

You didn't, but I still just don't understand why he is good, I mean  {Tibalt, the Fiend-Blooded} is so much better, maybe it's because I have a red green black deck with {tibalt the fiend blooded},  {Garruk Wildspeaker}, {vraska the unseen} and a {Domri rade}. I could see how he would be good in EDH but that's about it

Tetsomori

In my opinion sarken is better because of his -2 ability. You -2 and target yourself... Then you know that 1/1 goblin token on the battlefield... Well he is now a 5/5 flying dragon... His 0 ability generates at least 1 free card. His other ability is the reason you play him as a 4 of to use himself to put dragons into play. He dies. Then play your second one and make your opponent scoop :). Tibalt only "cycles" through one card at the cost of a random card. So..  He doesnt always do what you need. As my buddy puts it, "Tibalt is like a dice, you gamble everytime you roll it." not to mention avacyn restored is still in standard.

Gorzo

Sarkhan makes you a couple 5/5 flying dragons or in a dragon deck causes a lethal damage blowout. He can do either of these immediately, or worst case scenario, draw a card.

Tibalt makes you discard the best cards in your hand, and after way too many turns of that, if you're somehow stil alive, lets you cast {Insurrection}, which -might- win you the game. But if you're facing an opponent with enough creatures for an insurrection to win, you or tibalt won't live long enough for it to happen.

That's how I see it, anyway.

Personally I agree with missingkirby

I painfully want  {Tibalt, the Fiend-Blooded} to be good, but alas he is just not.

Better than sarkhan

Sarkhan isn't random, no matter what your getting either a card or a Dragon, and if you have Dragons he explodes. Tibalt is nothing but randomness, he makes you discard after draw, then MAYBE you get something good. I really don't like him. Also, if your hand is empty he simply sends stuff to the graveyard. Sarkhan is a good topdeck.

I can think of a few uses for this card

Tibalt the fruitcake can only really be made good if you can ultimate tamiyo first. And we all know how often plainswalkers ultimate...
