Sun Titan

So I was playing a commander game with a guy at my lgs and we get like 7 or 8 turns in and he casts a  {Sun Titan} when it enters battlefield he targets his  {Marsh Flats} to come back and continues doing this with all his fetchs untill I can take are of it.. My question protains to wether or not this Is a legal move? (Didn't say anything at the time because I wasn't sure)

Yes it has a zero mana cost so it's 3 or less. Sun can grab land from the GY.

Lands are permanents and sun Titan is awesome with fetches and the like.. Holy crap... Titan plus countryside crusher plus life from the loam plus lots of 3 or less cost permanents=win
